Washington, DC – Representative Lloyd Smucker is announcing the introduction of the Improving Access to Child Care Act, legislation aimed at providing states a dedicated funding stream to support the expansion of child care efforts by reforming a current but ineffective program.

The legislation would repurpose the Temporary Assistance for Needy Families (TANF) Contingency Fund to allow all states to use this funding stream to expand child care options for families in need.

Washington, DC – Representative Lloyd Smucker (R-PA-11) reintroduced the bipartisan Home For The Brave Act of 2021 with Representative Salud Carbajal (D-CA-24). The bill would exempt veterans' VA disability benefits from counting toward total income when determining their eligibility for housing assistance programs through the Department of Housing and Urban Development (HUD).

Washington, D.C. —Rep. Lloyd Smucker (PA-11) has introduced legislation to spur investment in building a stronger workforce to meet the demands of the 21st century. The USA Workforce Tax Credit Act would encourage charitable donations for community-based apprenticeship initiatives, career and technical education, workforce development and K-12 educational preparedness. Eligible nonprofits include educational institutions, community organizations, training institutes, community colleges, scholarship groups and labor union-affiliated nonprofits.

Washington, D.C. —Rep. Lloyd Smucker (PA-11) introduced the USER FEE Act (Using Sustainable Energy Resources to Fund Equitable e-Transportation Act) which would establish a user fee for electric and plug-in hybrid vehicles to equitably fund the Highway Trust Fund. The Highway Trust Fund is currently funded by federal fuel excise taxes and other fees; electronic vehicles do not pay into the Highway Trust Fund and thus do not help to repair the roads they drive on.

Washington, D.C. — Today during a meeting of the Committee on Ways and Means, Representative Lloyd Smucker supported legislation to strengthen the retirement security of Americans, known as the Securing a Strong Retirement Act of 2021. The legislation also included Smucker-led Savings Access For Escaping and Rebuilding (SAFER) Act, to allow penalty-free withdrawals from retirement plans by domestic abuse survivors.

Washington, D.C. — Today, Representatives Lloyd Smucker (R-PA-11), Lucy McBath (D-GA-06), and Gwen Moore (D-WI-04), introduced the Savings Access For Escaping and Rebuilding (SAFER) Act, a bill to allow penalty-free withdrawals from retirement plans for domestic abuse victims. The bill gives survivors of domestic abuse the ability to access funds to be used to escape their abuser, promote the safety of themselves and their families, and begin the process of rebuilding their lives.
