Smucker Highlights Small Business Tax Policy in Wrightsville

August 26, 2025

US Chamber, YCEA Host Roundtable Tax Policy Discussion

Wrightsville, PA—Representative Lloyd Smucker (PA-11), a senior member of the tax-writing Committee on Ways and Means, joined small businesses in Wrightsville for a roundtable discussion on federal tax policy and how the newly enacted One Big Beautiful Bill will drive investment and growth in the local economy.

Smucker is the chief sponsor of the Main Street Tax Certainty Act, which was signed into law as part of the recently-passed One Big Beautiful Bill. Smucker’s legislation made permanent the small business tax deduction, known as Section 199A of the tax code.

This provision allows for a 20 percent deduction of qualified income for pass-through businesses. Since most small businesses are structured as a pass-through, this section promotes equity in America’s tax code between small businesses on Main Street with larger corporations.

“When small businesses thrive, our communities thrive. Thanks to the Republican-led Congress and with President Trump in the White House, small businesses have the predictability they need to invest in their workforce, operations, and community. This pro-growth policy will ensure small businesses keep tax parity with larger corporations. I thank the small businesses who attended the roundtable for being the engines of our local economies and the organizers for facilitating this great discussion,” said Rep. Lloyd Smucker (PA-11).

Local  leaders praised Smucker’s leadership and highlighted the benefits of his legislation.

“We are proud to join the U.S. Chamber and our partners at the Lancaster Chamber of Commerce and the York County Economic Alliance to highlight and celebrate the extension of pro-growth tax policies by Congress and are grateful to Congressman Smucker for his leadership in getting this critical legislation enacted. Provisions like bonus depreciation, the R&D deduction, and the now-permanent small business deduction will drive innovation and accelerate economic momentum across Pennsylvania,” said Neal Lesher, Director of Government Affairs at the Pennsylvania Chamber of Commerce and Industry.

“We’re pleased to host Congressman Smucker and the U.S. Chamber to provide an opportunity for our local community to learn more about the future of U.S. Tax Policy, after the enactment of the One Big Beautiful Bill Act,” said Kevin Schreiber, President & CEO, York County Economic Alliance. “Congressman Smucker knows from personal experience that small business owners are the backbone of our economy, and he uses his position on the House Ways and Means Committee to advocate for small businesses in York County and across the 11th District.”

"We appreciate Congressman Smucker’s ongoing focus on supporting the small businesses that drive Lancaster County’s economy. His efforts to address tax policy, including through the Main Street Tax Certainty Act and specific provisions in the One Big Beautiful Bill Act, reflect his continued engagement with our business community and our shared interest in fostering a strong local economy” said Heather Valudes, President & CEO of the Lancaster Chamber.
