Video: Smucker Stands Up for Farmers, Manufacturers

Washington, D.C. – U.S. Rep. Lloyd Smucker (PA-16), in a Subcommittee on Water Resources and Environment hearing this morning, questioned the panel on the impact of the EPA's burdensome Waters of the United States (WOTUS) regulation.

During the hearing, Rep. Smucker focused on finding a balance between ensuring clean water and regulatory overreach, saying:

"If we have a regulation like that in place, how could groups go about trying to find a better balance between the goal we want to achieve and that overreach?"

Jerry Ellig, Senior Research Fellow at the Mercatus Center at George Mason University, said to Rep. Smucker:

"I understand why this is a difficulty for development, also farmers and Lancaster County. I think we have to go back to basics and insist that our regulations be based on actual fact, and investigate whether regulations really are likely to create the intended benefits, and whether they actually do, after they've been implemented, create the intended benefits."
