Legislative Information about Rep. Smucker’s Small Business Advocacy
Main Street Tax Certainty Act
Rep. Smucker is the lead sponsor of the Main Street Tax Certainty Act, legislation which would permanently extend Section 199A of the Internal Revenue Code, which is slated to expire in 2025.
Section 199A, which was adopted as part of the landmark 2017 Tax Cuts and Jobs Act, allows for a 20 percent deduction of qualified income for pass-through businesses. Most small business are structured as a pass-through and this section was included in the Tax Cuts and Jobs Act to promote equity in America’s tax code between small businesses on main street with larger corporations.

USA Workforce Tax Credit Act
There are over 8 million jobs available in America, but less than 6 million Americans looking for work. Help wanted signs are commonplace in every community across the nation. Smucker’s USA Workforce Tax Credit Act will supercharge investment in career and technical education programs, apprenticeships, and workforce development programs to help more Americans develop the skills they need to succeed in family-sustaining jobs.
This legislation will encourage charitable donations for community-based apprenticeship initiatives, career and technical education, and workforce development. Eligible nonprofits include educational institutions, community organizations, training institutes, community colleges, scholarship groups and labor union-affiliated nonprofits.

Workforce Reentry Act
A study conducted by the Bureau of Justice Statistics tracked employment for over 51,000 individuals released from federal prisons in 2010. One-third of those individuals were not employed at all during that four-year period. We need to do a better job of reconnecting justice-involved individuals to the workforce, to help them stay out of prison and turn their lives around.
I firmly believe that one of the most impactful things we can do to help these individuals break the cycle of crime and violence is to help connect them to a good job. I have seen firsthand how a chance at employment can help turn a life around. Prior to serving in Congress, I owned and operated a construction firm, which participated in work release programs and was successful in helping those individuals find full-time employment.
That’s why I introduced the Workforce Reentry Act, legislation which would reform and codify the federal Reentry Employment Opportunities program. Read more about my legislation in this op-ed.
